Juneau Police Department Records

The Juneau Police Department is the primary law enforcement agency for the City and Borough of Juneau. JPD logged 1,465 arrests in 2022. DUI enforcement is a consistent part of JPD operations; historically, Juneau saw around 257 DUI arrests annually in the early 2000s, with numbers declining somewhat in subsequent years. JPD publishes a Daily Bulletin posted around 3:00 PM each day, which includes recent arrest information.

For municipal-level records not held by JPD, contact the City and Borough of Juneau Clerk's Office. You can reach the clerk by email at City.Clerk@juneau.org or by fax at 907.586.4552. The clerk handles records requests under Alaska's Public Records Act, AS 40.25.110-40.25.220. The city is required to respond to requests within a reasonable time frame, and most straightforward requests get a response within a few business days.

Some records may require a fee for copying or staff time, particularly for large or complex requests. Simple lookups are often free. The clerk's office can advise on expected costs when you submit your request.

CBJ Municipal DUI Code

The City and Borough of Juneau has its own municipal code that addresses DUI and related offenses. CBJ Title 72 covers traffic regulations. Under CBJ 72.10.010(a)(1), the local ordinance defines "DWI - Under Influence Liquor or Drug" as a Class A misdemeanor. This mirrors the state statute under AS 28.35.030 but also gives JPD authority to charge under local ordinance in some circumstances.

The CBJ code also addresses refusal to submit to a chemical test as a Class A misdemeanor, consistent with AS 28.35.031. For minors between ages 14 and 21, operating a vehicle after consuming alcohol is classified as an infraction with a fine of up to $300. This is a separate and less severe charge than an adult DUI but still appears in records and may affect driving privileges.

The CBJ Municipal Code is publicly available and can be browsed online. This is useful for understanding the exact language of local DUI charges versus state-level charges, which can appear differently in court records depending on which statute or ordinance was cited at the time of arrest.

Juneau Superior Court

The Superior Court handles felony DUI cases under AS 28.35.032, which applies when a driver has three or more prior DUI convictions within 10 years. It also handles civil matters, domestic relations, probate, and appeals from District Court. A felony DUI conviction carries a minimum of 120 days in jail, a $10,000 fine, and a three-year license revocation.

District Court at the same complex handles first and second offense misdemeanor DUIs. These are the more common filings. A first offense carries up to one year in jail, a minimum $1,500 fine, and a 90-day license revocation. Second-offense cases carry a 20-day minimum jail term, a $3,000 minimum fine, and a one-year revocation. The District Court also handles small claims up to $10,000 and civil matters up to $100,000.

Southeast Alaska Therapeutic Court

Juneau is home to the Southeast Alaska Therapeutic Court, which serves DUI defendants in Juneau, Sitka, and other Southeast Alaska communities. This program is a voluntary alternative to standard criminal prosecution for eligible defendants whose DUI offense is linked to substance dependency. Participants undergo regular court appearances, treatment requirements, and testing. Completion may result in reduced or dismissed charges, subject to the terms agreed upon at the time of enrollment.

Eligibility for the Southeast Alaska Therapeutic Court is determined on a case-by-case basis. People with violent prior convictions or cases involving serious bodily injury are generally not eligible. The program is administered by the Alaska Court System and involves collaboration between the court, the prosecutor's office, defense counsel, and treatment providers. Referrals typically happen after arraignment through an attorney.

The Therapeutic Court operates out of the Juneau court complex and maintains its own calendar alongside the standard criminal docket. Cases handled through the program still appear in CourtView under the original case number. Alaska State Troopers and Statewide Resources

Alaska State Troopers handle law enforcement outside JPD's jurisdiction, including roads and areas within the broader City and Borough of Juneau that are not covered by the city police. If a DUI arrest occurred in an area patrolled by Troopers rather than JPD, the records will be with the Department of Public Safety rather than the Juneau Police Department.

The DPS FOIA portal handles Trooper records requests online. The Troopers Daily Dispatch posts current arrest summaries including DUI activity. The Alaska DMV handles license revocation actions separate from the criminal case.
